Concrete in Sebastian — the same GDC swales as Palm Bay, twenty minutes south
Sebastian Highlands was platted by General Development Corporation like Port Malabar, and it drains the same way: roadside swales, culverts under every driveway, and canals to the river. About 27,000 people, most of them on GDC lots, most of them with an apron that's on our list.
Sebastian is Palm Bay's cousin across the county line. General Development Corporation platted Sebastian Highlands on the same grid-and-swale system in the 1960s and '70s, and the city built out through the '80s, '90s and the 2000s boom on quarter-acre lots with block ranches, pool cages and a culvert under the driveway. The problems are identical: original driveways at the end of their lives, aprons that dropped at the swale, culvert ends crushed by the garbage truck, pool decks from the '90s that need resurfacing, and lanais that were never big enough. The river neighborhoods — Roseland, the Indian River Drive homes, the old Sebastian downtown — add flood-zone footings and salt air.
Sebastian is in Indian River County, and the permits are different from Palm Bay: the City of Sebastian handles its own right-of-way for city streets, Indian River County for the county roads, and the Sebastian Highlands swale-and-culvert detail has its own spec. We've pulled enough of them to know the differences. Twenty minutes down I-95 or US-1 from our Palm Bay base, we're in Sebastian most weeks for driveway replacements, apron and culvert work, pool-deck resurfacing and boat pads.

Are Sebastian's driveway permits like Palm Bay's?
Similar idea, different office. The City of Sebastian permits driveway aprons and culverts in city rights-of-way and specifies the pipe and grade for the Highlands' swales; county roads go through Indian River County. We know both and we pull the right one.
My Highlands apron dropped at the swale. Lift or replace?
If the apron is sound and just sank because the culvert ends silted and the water undermined it, a foam lift plus a culvert clean-out is a morning's work and a fraction of replacement. If it's cracked across the pipe, it comes out. We'll tell you which on the site visit.
Do you charge extra to come to Sebastian?
